The existing 3.63 acre site is located in the H-C (Highway Commercial) zone along N. Main Avenue/Oregon State Highway 101.  The existing site is developed with a vacant commercial building in disrepair and surrounding outdoor storage and parking areas.  The entire property is located in the FEMA Floodway, zone AE.

The property owner sought to regrade the entire site to create flood capacity in order to allow the site to be redeveloped for suitable commercial activity.  The intent was to regrade the site with a balanced cut-fill grading plan and demonstrate that no-rise can be achieved through an analysis of quantities.  The cost of a full hydrologic/hydraulic analysis could be prohibitive for the property owner, so an alternative strategy was preferable.
